My dev shop requires developers to use a standard CVS commit template for the commit comment. This 
template is normally loaded and displayed in the editor when a comment isn't provided. The template isn't 
loaded in NB5.0beta. There used to be a way to load the comment, which might be a good enough fix. 
Better would be to have the comment loaded as soon as the dialog is displayed.

Many users complained about automatic commit templates loading, it was way 
slow. Hence in 4.1 the Load Template button. 
 
This functionality was disabled intentionaly, it clutters UI while most users 
do not need it. See similar issue/patch on commit messages history. May be in 
next revision...
