steps to reproduce:
1) Open layer.xml in editor. Change it, for example type a space but not save
the file.
2) Tre add to layer xml a file from popup of layer view. 

The file was not added. The adding works only with saved layer.xml.

Yes, the layer editor currently works only on the saved disk file. No plans to
change this for 5.0.
