1. Create an issue
2. Vote for it
3. Change issuezilla category
=> all votes are deleted

This happened with issue 17588. Please fix.

Also, can the deleted votes be recovered? Thanks.

This seems to be fixed back in 2001. See related Bugzilla bug:

No, this is still reproducible with any netbeans.org issue.

Perhaps fixed in Bugzilla long ago, but IssueZilla is not Bugzilla :-(  I think
this is a dup of issue 47233.
