NB Version: 5.0 Final

Currently, restarting NB causes the Projects view to reset back to having
everything rolled up. It would be nice to have the project view remember the
last state of what packages / folders were opened and return to that view.

This isn't a duplicate of #55701, it's dependent on it! I'm adjusting this
defect to match reality.

No, we really use #55701 to track the one problem, which is that we *used* to
retain selection across restarts but were forced to disable it for performance
reasons.
