The Options dialog has a Fonts and Colors page. It has a Languages selection
which doesn't include C or C++. We need to get hooked into this new Options
panel (probably in more places than this one...).

I would like to split IZ on two: for C lang, for C++ lang.

May be I'm wrong by separating languages, it will be uncomfortable to set the
same twice for mixed projects. And we now have one editor settings for "C and C++".

C and C++ Fonts&Colors options are moved from Advanced Options into new NB's
Basic Options dialog
