to reproduce:
-------------
1) create a Web Project with Struts support
2) modify the struts-config.xml
3) remove the ActionServlet rigistration from web.xml
4) add the Struts support again
ERROR: the struts-config.xml file is silently overwriten, IDE should at least
show a warning-dialog

Reproducible in build #20070301-1027. Now there is a question dialog
"struts-config.xml already exists, do you want to replace it?", but when you
choose [ No ] the file is replaced anyway.
