Description:
If I want to view some part of diagram I use mouse wheel to zoom in, but in
current realization I have to move diagram view with scrollbars after zooming to
view area I want to see. It's good to fix diagram point below cursor while zooming.

waiting for legal approval to check in the new implementation that relies on 3rd
party library.
