Selecting Incremental Layout button from the toolbar works correctly though.

Repro steps:
- create a uml project
- create any type of diagram
- create some element and links of any types between the elements
- right click on an empty location of the diagram and select Layout->Incremental
Layout
Result: all elements are stacked on top of each other at the center of the diagram

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

Incremental layout is no longer available in 6.5.  Switching to enhancement request for consideration in a future release.
