Please update the "reset" spec in 81086 so that:
- "Reset Toolbars" action somewhere to the "Customize Toolbars" dialog, because
this action is related to the customization. The change might be in
adding a new button, called "Reset Toolbars", next to the "New Toolbar..." button. 

- I suggest to add "Reset Palette" action to "Palette Manager..." and present it
there as a new button called "Reset Palette".
