SYMPTOMS:
When you try to install NetBeans 5.0 on a Turkish Windows system, you get the 
error message: "The wizard cannot continue because of the following error: 
could not load wizard specified in /wizard.inf (104)".

WORKAROUND:
(1) Open "Regional and Language Settings" in the control panel, change the 
language to English.
(2) Retry the installation.
(3) Once the installation finishes, change the language settings back to their 
original values.

It is problem of hsqldb used by Install Shield. It is fixed in hsqldb for some
time already but we have no feedback from IS when they will provide patch for
this problem. We plan to migrate to another installer solution anyway for next
release. We cannot fix this problem in current InstallShield based installer.
