The performance issue when annotations are parsed is originaly reported in issue
#81944 that tracks a little bit different issue. Thread dumps are attached in
mentioned issue.

Reporter's feedback:

But preformace of parsing Annotations is.......
36 projects, 15 minutes od 100% CPU, and still not finished
