Right now you can not set tooltips for categories.  We should be able to have an
attribute on the category folder that refers the a Variable in the Bundle file.

<folder name=CATEGORYNAME tooltip=TOOLTIPVALUE>

Is it possible to make the target milestone 6.0?  This is a regression for us.
