Per discussion with Jun, I understand that the feature to create localized
Concurrent.properties files is not intended to be there.  Filing an issue so
that it will be addressed to avoid user confusions.

This "feature" comes from NetBeans platform and is definately
not welcome here, at least we are not supporting it for now.

We need to see if there is a way to turn this "feature" off.

I have a question regarding this feature.
What is this for?  Does this work just like the bundle files
in Java?  How does the system detect which Concurrent.properties
file to use?

I think this is low priority. Since this will not be fixed in this version, I am
changing the resolution to Later for now.
