The Refactoring APIs are being updated in NB60. See:

http://www.netbeans.org/source/browse/refactoring/api/

The refactoring implementation in Visual Web Pack should be updated to use the 
new Refactoring APIs.

This may require a little rework when the Web project level refactoring comes 
online in M9.

The Insync refactoring has now switched over to new Refactoring API.

The Java and JSP refactoring dependencies will be tracked under different task.
