When the user wants to link plugin to pluginportal from plug-in homepage then
the "Browse" button should be disabled at the page "Add Plugin, Step 1of 2"
(second radio button is selected so that the Browse button related to the firs
radiobutton must be disabled). See attached screenshot.

Changing this to an enhancement request since the current UI spec doesn't call
out this behavior.
