1. Open Runtime tab.
2. Expand DTD and XML Schema Catalogs.
3. For instance, open BPEL Catalog properties.

There are non-localized properties. See attach pic.

Should they be localizable kind of words like "short description" or do they
need to stay not translated if they are reserved words or variable or method names?

The issue was filed at wrong priority by mistake and now moving to the correct one.

At first the issue looks like absolutely not related to the BPEL UI. 

I change the state to INVALID because of the implementation has been extremely changed 
The DTD and XML Schema Catalog looks different.
