Move all XML/Schema related tools in xml/epsuite to base Netbeans build
infrastructure. This job will be carried out in a phased manner.

1. Move xml/axi (AXIOM) and xml/schema/completion (Schema aware CC)
2. Move rest of the Schema related modules.
3. Move WSDL and related modules.

Yes, these are already part of standard Netbeans installation. I'll update the blockers and this one soon.
