In project window, Web Pages node's context menu does not have Visual Web JSF
Page and Visuaul Web JSF Page Fragment initially. They are added after these two
pages are generated via New->File/Folder wizard.

Fixed by implementing the new Web project SPI WebPrivilegedTemplates.
