In UI-specification there is not specified what should the IDE do with .nbm
files available in Files view. Open action on .nbm file in Files view should
open Plugin Manager probably in Downloaded tab.

The description of the requested behavior was added to the UI Spec (see
http://xdesign-tools.czech.sun.com:8080/JSPWiki/Wiki.jsp?page=JH_AutoUpdate_UI_Spec#install_from_view_scenario).
