-this is umbrela issue for issues about problems
with multibyte characters in netbeans.

-what should be tested:
--installation of nb to directory with mb chars
--userdir with mb chars
--project in dir with with non-ascii characters

--did I forget something ?  SURE.

some problems happens when multibyte characters are used in wrong
locale e.g. czech characters in directory names in english locale 

is it windows specific ? or can it happend on un*xies too ?
