This is not possible to do this without mouse. Only selecting by keyboard has no effect, Ctrl+F1 doesn't work and there's no such item in context menu which would be able to do the same thing.
I recommend to refresh JavaDoc window when selecting nodes in Navigator.

core./navigator is jut API infrastructure, java/navigation is reserved to java navigator.
Hmm, JavaDoc View is a tooltip and tooltips don't have keyboard shortcuts...
