As noted in issue 37943 the notion of "customize" is used in very inconsistent ways in the IDE. One of the inconsistent uses is on the GridBagLayout node in the form editor. It would be good to replace the "customize" menu item with something else that is more meaningful. I do not know what the right alternate solution is, however, because this particular use is pretty unique within the IDE (I don't know anything else which is quite like it, including all the other layout managers). In fact, when you think about it, the gridbaglayout editor is one of the most useful features of the form editor, but it is also very hard to discover. This might be a good oportunity to think of an alternate design which will make the whole layout editor more discoverable.
"Customize Layout" action on container node seems fine to me...
